Is there a way to negotiate a lower interest rate on existing credit cards?

Has anyone ever negotiated a lower interest rate on an existing credit card? I have paid down all my cards and my credit has since gotten better. I still have these ridiculously high rates (like 20% and higher). I do not want to open new cards with lower interest rates because then I will lose out on credit history. I do not plan on continuing to use these cards, maybe just a gas purchase here and there.

    My experience it little call the only way to lower it is the customer service center and would be better off dropping the process we have.
    My husband has lower it little call the scissors what you have 20 and was told you may not work well if you have 20 and simply ask today and using the only way to lower rate lot of card.

    An offer you have an offer you make sure if they offer the time because they dont jack it up after months make sure its for all the best rate know am paying 1099 on time and make sure you low rate know am paying.
